摘　　要：我国土地资源总量丰富,但人口基数大,所以均占有量很低。越来越多的农村劳动力涌入到城市务工,导致大量的土地因为长期没有耕种出现荒废的景象,故应该完善土地使用权出让制度,保障大量的闲置土地资源得到综合利用,从而更好的解决当前土地利用遇到的难题。但就当下的城市土地使用权出让制度的建设现状来看,还存在诸多的不足,加大对其的分析探究有其显著的现实意义。China's land resources are abundant, but the population base is large, so they have a very low share. More and more rural labor into cities, leads to a lot of land devastation because there is no long-term cultivation. Therefore, we should improve the land use right transfer system, to protect a lot of idle land resources to be comprehensive utilization, so as to better solve the problems encountered in the current land use. But on the current situation of the construction of urban land use right transfer system, there are still many problems, so it has its significant practical significance to increase its analysis and research.
