摘　　要：贫困问题,始终制约着云南藏区人民实现全面小康。在创新、协调、绿色、开放、共享为发展新理念的视阈下,通过分析发展新理念对云南藏区扶贫开发的意义,梳理制约云南藏区发展的影响因素,探索云南藏区扶贫开发的途径。With the restriction of poverty, the people in Yunnan Tibetan area cannot realize an overall well-off society all the time.From the new development concept perspective-innovation, coordination, green, openness and sharing, the author makes an analysis of the new development concept's meaning for the poverty relief and development in Yunnan Tibetan area, finds out the factors that restrict the development of Yunnan Tibetan area, and explores poverty relief and development approaches for Yunnan Tibetan area.
