摘　　要："十二五"期间,重庆市既有公共建筑节能改造取得了显著的成果,但是项目业主的节能改造的积极性没有全面调动起来,应调整现行的政府补贴为主,税收优惠和贷款贴息为辅的激励政策,针对不同对象制定不同层次的激励政策,利用多种激励手段提高项目业主节能改造的积极性。同时,改变现在政府资金为主、市场资金为辅的节能改造资金来源现状,推广利用PPP融资模式进行既有公共建筑节能改造。During ＂the 12th Five-Year＂ period, the energy-saving reconstruction of public buildings has achieved significant results in Chongqing, but the enthusiasm of the energy -saving project owners did not be fully mobilized, Government should adjust the current incentive policies which is based on the government subsidies, supplemented by tax incentives and loan discount, formulate different levels of incentive policies according to different objects, improve the enthusiasm of the project owners in energy-saving reconstruction using a variety of incentives means. At the same time, change the current source of funds for energy-saving reconstruction ＂which are based on the government funds, supplemented by the market funds, promote the use of PPP financing model for energy-saving reconstruction of public buildings.
