农村水库移民精准扶贫工作的实践探究——以浙江省T市为例

摘　　要：国家为解决水库移民的生产生活问题,对其进行了一系列制度安排。虽然移民后期扶持政策的实施成效显著,但传统的移民工作方法已不能完全解决移民脱贫问题,移民贫困问题长期存在。在国家大力推行精准扶贫理念以解决脱贫问题的社会背景下,浙江省T市已经开始实施水库移民精准扶贫工作。该市将移民工作精准化,即在水库移民后扶政策框架下,将精准扶贫理念植入到移民脱贫工作当中,明确这一工作的执行及责任主体、工作方法、工作步骤等环节,探索建立一套突破传统移民工作并适用于水库移民脱贫的工作机制和做法。该市的实践经验为有效加快水库移民脱贫步伐,从而促进移民可持续性发展提供实践依据。In order to solve the problem of the production and life of reservoir immigrants,the state has carried out a series of institutional arrangements. Although the implementation of the policy to support the implementation of the latter is remarkable,the traditional work methods have been unable to completely solve the problem of migrant poverty,Immigrant poverty problems exist for a long time. Undering the social background of vigorously implementing the concept of precision poverty alleviation to solve the problem of poverty,T City,Zhejiang Province,has begun to implement the reservoir resettlement precision poverty alleviation work. The city will work precisely on immigration,making the precise concept of poverty alleviation into immigration and poverty alleviation undering the framework of the policy on the immigrants in the reservoir,clearing the work and the implementation of the main responsibility,working method and working steps of link,exploring the establishment of a breakthrough in traditional immigration work and applying to the reservoir of the work mechanism and practice of poverty alleviation. The practical experience of the city will accelerate the pace of poverty reduction in effective reservoir resettlement and promote the sustainable development and provide inspiration and practical basis.
