摘　　要：实现专家办刊是新创办科技期刊快速提升学术质量的重要途径。建议充分发挥主编、编委会和编辑在办刊中的作用,通过采取编辑定向约稿、主编及编委荐稿和组织高水平学术专刊等策略,加强与高水平学术专委会、权威科研团队的深度合作,紧密跟踪学术前沿和热点问题,切实实现专家办刊,进而实现新创办科技期刊的快速高水平发展。The realization of the authorities’ participation is the main rout for the academic quality improvement of new sci-tech periodicals quickly. We should give full play to the role of editorial board and editorial editor in the journals. Through a series of strategies,such as,expert editing directional manuscripts,and chief editor,editorial board recommended draft and organizing high level academic monograph,strengthen the depth of cooperation with the high level of academic committee and authoritative research team. Meanwhile,Closely tracking the academic frontiers and hot issues,and the practical realization of the experts,all of these strategies will realize the fast high level development of the new sci-tech periodicals.
