摘　　要：涉检信访作为一项极具中国特色的新生制度,在其发展的过程中必然会面临诸多问题,而充分发挥第三方介入在办理涉检信访案件中的作用,则是其走向司法解决原则的有效路径。建立第三方介入涉检信访案件机制具有重大意义,但在第三方介入人员选任、第三方介入程序的启动等方面尚存在由检察机关主导而难以保证第三方介入的中立性等困境。有必要通过独立于检察机关的机构选任第三方介入人员以及赋予信访人对第三方介入的知情权和程序选择权等方式,以克服这些困境,从而有效发挥第三方介入涉检信访的积极作用。As a newborn system with Chinese characteristics, procuratorial petition cases have to face many problems in its development. Giving full play to the role of third-party involvement in the process of petition on procuratorial cases is a valid path to its principle of judicial settlement. Though the third party＇ s interference of procuratorial petition has great significance, in the aspects like the members＇ appointment of the third party and the procedures＇ initiation of the third party＇ s interference there still exist dilemmas like hardly guaranteed neutrality of the third party＇ s interference caused by the guiding of procuratorial organs. It is necessary to have the organizations, which is independent of procuratorial organs, to appoint the members of the third party and empower petitioners with the right to know the third party＇ s interference and the right to choose the procedures, in order to overcome the dilemmas and effectively play the role of the third-party interference of procuratorial petition.
