摘　　要：随着中国与下湄公河国家对澜沧江—湄公河开发力度的逐渐增强,双方在跨界水资源合作中的信任危机日益严重,并成为阻碍跨界水资源合作水平提升的关键障碍因素。本文先提出国际信任的分析框架,并以其为分析和解决工具,探析中国在湄公河跨界水资源合作中的信任危机与根源,提出下湄公河国家对信任信息获取的偏差,对合作机制中信任维护的忽视,以及在合作基础选择上国家利益大于国际信任的行为,是造成跨界水资源合作信任危机的主要原因。论文最后提出对应策略,包括缓解跨界水资源合作中的国家利益与国际信任根本性矛盾,树立跨界水资源合作关系的"水命运共同体"意识,拓展下湄公河国家了解中国合作意愿渠道等。As China and the Lower Mekong countries strengthen their efforts on the development of water resources of the Mekong River,the two parties are going through growing trust crisis in the cooperation of transboundary water resources,which becomes a key obstacle to improve the cooperation of transboundary water resources. In this paper,a general analytical framework of international trust will be presented first for the purpose of analysis and solution,based on which trust crisis of China in the cooperation of transboundary water resources in the Mekong River as well as the fundamental source of it will be discussed.Then the ideas of the deviation of access to information of trust among the Mekong countries,the neglect of trust mechanism for cooperative maintenance,as well as the behavior of choosing national interests over international trust being the main root causes of trust crisis in the cooperation of transboundary water resources will be proposed. Finally,the corresponding strategies to solving the problem of trust crisis in the cooperation of transboundary water resources will be proposed,including easing the fundamental contradiction between national interests and international trust in the cooperation of transboundary water resources,establishing common awareness of maintaining water resources community in the cooperation of transboundary water resources and expanding the information channels through which the lower Mekong countries can acquire a better picture of the willingness of China to bettering the cooperation of transboundary water resources.
