社保部门统筹城乡居保更具优势

摘　　要：排除狭隘的部门利益干扰,基于我国仍处于社会主义初级阶段的基本国情,根据我国社会医疗保险制度发展的历史沿革、发展趋势和世界主流国家的社会保障发展规律,本人认为,宜将居民医保城乡统筹的行政管理职能统一划转到社保部门。相对卫生部门而言,社保部门主管居民医保城乡统筹更具优势。将新农合划归社保部门统一管理和经办,是绝大多数地区的政治抉择,同时也是贯彻落实社会保险法的规定,有利于节约社会成本,形成分权制衡的现代治理体系,符合全民健康保障一体化和均等化发展方向和趋势。By eliminating the interference of narrow sector interests, based on our current situation of primary stage of socialism, and according to the history of social medical insurance development and trend in development, and the development pattern of social security in the world mainstream countries, the author thinks that the administrative function in comprehensive arrangement of medical insurance for urban-rural residents should belong to social security department. It has the advantage in comprehensive arrangement of medical insurance over health department. The New Rural Cooperative Medical Insurance is managed and handled by social security department in most of the districts, and this is also a way to implement social security law.
