摘 要:作为交通运输发展的顶层建设,交通运输体制改革受经济社会及交通发展阶段约束,是一个动态演化过程,内在地具有历史演进性,需要逐步探索、建构、充实、优化和完善。交通运输体制改革不仅仅是中央层级行政管理的组织架构,更涉及组织职能及其关联制度的有效配置及地方政府的配套改革。本文简要回顾2008年和2013年交通运输大部制改革内容,分析其改革的特征趋势。结合新的宏观形势和国家战略,提出进一步深化交通运输体制改革的方向性建议。As a top-level construction of transportation development, the reform of transportation system is bounded by the stage of economic society and traffic development. It is a dynamic evolutionary process, which is inherently historical evolutionary, and needs to be explored, constructed, enriched, optimized and perfected. Transportation system reform is not only the organizational structure of the central level of administration, but also involves the effective allocation of organizational functions and their associated systems and local government reform. This paper briefly reviews the reform of the transportation system in 2008 and 2013, and analyzes the characteristics of the reform. Combined with the new macroeconomic situation and national strategy, the direction proposals to further deepen China transport system reform were proposed.
