新型城镇化视域下的农村社区社会资源整合研究

摘　　要：新型城镇化注重内涵式发展,要求城市、小城镇和农村社区协调发展,形成合作互动的新型城乡关系。人力资源、社会资本、社会组织等社会资源是促进农村社会从传统型向现代型变迁的重要因素,在农村社区建设中发挥着重要作用。目前,我国农村社区建设中没有形成有效的社会资源整合机制,存在人力资源匮乏、社会资本发育不足、社会组织发展缓慢等问题。对此,应充分挖掘农村人力资源的潜力,培育农村社会资本;发展农村社会组织,提升其服务能力;创新农村社会治理方式,实现多元主体协同治理,共同促进农村社区发展。The New urbanization focuses on contents development,which requires coordinative development of cities,small towns and rural communities,and forms a new social relation through its cooperative interaction. The social resource which constituted by the human resources,social capital,social organizations is an important factor in the promotion of rural society from the traditional one to the modern one,It plays an important role in the governance of rural community. At present,it did not form an effective rural community governance mechanism in China,caused the lack of human resources and social capital,the slow development of rural social organizations and so on. So we should fully develop the potential of rural human resources,foster rural social capital; construct the rural social organizations,and enhance its service capabilities,innovate the way of rural social governance,then achieve multi-agent collaborative governance,and then promote the development of rural communities together.
