黄土高原丘陵沟壑区农村居民点整理模式分析——以兰州市黄裕乡为例

摘　　要：以兰州市黄裕乡农村居民点整理项目为例,运用案例分析法对项目的组织运作、空间布局、资金筹集和利益分配模式进行纵向分析。结果表明:1)黄裕乡农村居民点整理属于政府主导型组织模式,滚动式搬迁和城镇培育型相结合的运作模式,耕地占补平衡下的拆村并点型布局模式,政府包揽型资金筹集模式和多主体分层型利益分配模式;2)黄裕乡整理模式中存在的问题是黄土高原丘陵沟壑区农村居民点整理存在的共同问题,主要表现为运作主体单一,空间布局长远考虑不足,指标流转收益功能受限,利益分配关系复杂;3)未来农村居民点整理工作改进需围绕规划先行,促进指标交易跨区域流转,加强农民参与,寻求政策支持,引入市场力量等几个方面综合进行,从而为黄土高原丘陵沟壑区农村居民点整理工作优化提供借鉴。The purpose of this study was to deeply analyze patterns of organization and operation, spatial distribution, funds collection and benefits allocation in rural residential land consolidation by taking Huangyu program as a typical case. The results indicate that ： （ 1 ） the pattern of Huangyu is government - oriented in organization, rolling - remove and town - cultivating in operation, villages merging under balance of requisition - compensation in spatial distribution, government undertaken in funds collection and multi -agent hierarchical in benefits allocation. （2）Problems in Huangyu rural residential land consolidation program are very common in the Loess Plateau areas and they are mainly behaved in forms of single main operator, in - sufficient consideration in long - term spatial layout, limitation of transfer indicators and the complication in benefits allocation. （3） Improvements should be concentrated on beforehand planning, promotion of inter - regional indicators trading, more peasants＇ partnership, seeking policy supports and market forces in the future, thus we providing a fulfilling reference for the improvement of rural residential land consolidation in Loess Plateau Areas.
