中国城市土地利用集约水平空间特征及其优化战略决策解析

摘　　要：文中紧扣城市土地利用的经济、社会、生态效益等方面,对中国623个城市的土地利用集约水平评价,揭示其空间分布格局基础上,重点凝练城市土地优化利用的战略层次和措施。结果表明:1)中国城市土地利用集约程度与城市规模等级体系存在一致性。京津冀、长三角、珠三角、武汉都市圈、成渝地区城市群等地区的城市土地集约度高,西部地区的地级市、县级市城市土地利用的集约度偏低。2)中国城市土地利用优化战略分为战略目标、约束条件、措施层等。区域层面,以优化产业布局和结构为导向,统筹区域生产要素配置,促成"产城"高度融合、带动区域就业合理格局。土地利用配置及制度创新层面,创新城乡土地统筹规划机制,对城乡土地进行时间、空间与产业之间合理安排,强化完善基本供地机制,构建城乡人口、土地、产业非农化转型协同挂钩的土地利用优化配置长效机制。3)对接经济转型、社会结构调整、文化培育、城市空间重塑,合理引导产业转型升级,优化城市土地利用空间和数量结构,强化城市规划管理,积极进行城市更新,促进经济、社会、生态协调发展,提高城市土地利用的集约水平将是中国城市土地利用转型的核心目标。This article focus on economic, social and ecological benefits for urban land use, etc. , using compre- hensive evaluation TOPSIS method, the urban land use intensity level in 623 cities in China were evaluated com- prehensively. Urban land use strategic hierarchical decision model was constructed according to hierarchical decision -making idea comprehensively. Main results are as follows： （1） urban land use intensity degree and the scale structure of regional urban system were consistency, for instance, the urban land intensive degrees were high in Beijing- Tianjin -Hebei, the Yangtze River Delta, Pearl River Delta, Wuhan metropolitan area, and the Chengdu - Chongqing urban agglomeration areas. （2） The urban land use optimization strategies were divid- ed into strategic objectives, constraints, measures and concrete measure. On regional level, in order to optimize the industrial layout and structure, we should co - ordinate the regional allocation of production factors, guide ur- ban economic development transformation and upgrading, promote the ＂ industries and urban development＂ inte- gration and regional reasonable employment structure, to strengthen the urban land use comprehensive economic and social benefits. On urban land use allocation and system innovation aspect, we should innovate urban and rural land overall planning mechanism, and reasonably arrange the urban - rural land among time, space and in- dustry, to strengthen the mechanisms for improving the basic land supply, planning decision - making, market al- location and income distribution. It should build coordinated long - term mechanism for land - population - in- dustries in urban and rural regions, and create the multi - level intensive institutional system including a basic land system, land core system, land security system. （3） Docking economic restructuring, social structure ad- justment, culture cultivation and urban space remodeling, clearing urban land use intensity connotation and de- velopment goals with local charac
