摘　　要：结合湖南湘北地区雨季的特点,分析了加油站建设挖掘作业易引发安全事故的主要原因。从"天时、地利、人和"三个层面针对性地提出了做好加油站建设挖掘作业安全管理的措施。一是"未雨绸缪",做好施工计划的制订工作;二是因地制宜做好施工现场土质分析和地下设施情况勘察;三是完善现场施工人员、管理人员、监理人员、设计人员、甲方代表以及有关检查人员的相关职责。It is pointed out that the safety accidents of excavating operation in gas station construction are mainly caused by the unreasonable construction method,absence of supervision responsibility,and weak safety awareness of construction personnel. The safety management measures for excavating operation in gas station construction are proposed,viz. the first is to formulate construction plans; the second is to carry out the investigation and analysis of the construction site soil and underground facilities; the third is to improve the relevant system for construction site personnel,management personnel,supervision staff,design staff,and the site representive and relevant inspection personnel of the employer.
