西安市结核病防治“十二五”规划成本-效果与效益评估

摘　　要：目的估算西安市"十二五"(2011-2015年)结核病防治规划的成本-效果与成本-效益,评价规划实施效果。方法依据《全国结核病防治规划》终期评估实施方案,收集西安市14个县(区)2011-2015年结核病防治信息监测资料,利用Excel进行数据统计分析。结果 2011-2015年,西安市共确诊活动性肺结核患者19 486例,其中因肺结核死亡30例,完成疗程的涂阳患者6 091例,治愈的涂阴患者12 997例,估计避免新发病人7 291例;2011-2015年西安市结核病防治总投入2 232.79万元,共挽回39.06亿的社会价值;治愈1例患者可以产生28.25万元的社会价值,每挽回1个DALY需要投入170.07元,每投入1元可以的产生172.41元的社会价值。结论西安市"十二五"(2011-2015年)结核病防治规划成本-效果及成本-效益显著,结核病的防治为西安市经济的发展做出了重要贡献。Objective This work was to estimate the cost effectiveness and cost benefit for the 12th Five-Year Plan of Xi＇an TB prevention and control （2011-2015）, and to evaluate the effectiveness of the implementation of the plan. Methods According to Final Assessment of the Implementation of the National TB Control Program, TB monitor information on its prevention and control in Xi＇an city during the period of 2011-2015 was collected for statistical analysis by using Excel. Results A total of 19486 TB patients were registered in Xi＇an city during 2011-2015. Among them, 30 died of TB, 6091 smear positive TB cases successfully completed treatment, and 12997 smear negative TB cases were successfully cured. It is estimated that 7291 new TB cases were avoided. 2232.79 million Yuan was invested to control and prevent TB in Xi＇an from 2011 to 2015, by which the total of 39.06 billion social value was saved. Curing one TB patient produced a social value of 28.25 million Yuan. That means, investing 170.07 Yuan can save 1 DALY, and social value of 172.41 Yuan will be generated for each invested yuan. Conclusion The cost-effectiveness of TB control program in Xi＇an city from 2011 to 2015 was significant, and the prevention and treatment of tuberculosis had made an important contribution to the economic development of Xi＇an city.
