马克思主义廉政观视域下“三不腐”机制探析

摘　　要：马克思恩格斯在《法兰西内战》中,对关于政治腐败及如何开展廉政建设进行了相关阐述。深入挖掘和探索马克思主义廉政观思想,理解其深刻内涵与时代价值,有助于推动我国真正构建"三不腐"有效机制,即:建立不敢腐的惩戒机制,促进党员干部自觉养成遵纪守法的习惯;建立不能腐的防范机制,促进党员干部自觉养成依法行政的习惯;建立不想腐的保障机制,促进党员干部自觉养成接受监督的习惯。"三不腐"有效机制的建立和不断完善,可以为全面加强我们党风廉政建设、推进国家治理体系和党的执政能力现代化指引正确方向。Marx and Engels elaborate on the political corruption and how to construct a clean government in French Civil War. A deep excavation and exploration of Marxist viewpoint of clean-fingered politics and an understanding of its profound connotation and value of the times will be of great help to promote our country to truly build ＂ Three Non-Corruption＂ effective mechanism,that is,to establish the discipline mechanism that make people dare not corrupt to promote Party cadres to consciously cultivate the habit of observing disciplines and obeying laws; to establish the prevention mechanism that make it impossible for Party cadres to corrupt to promote them to consciously develop the habit of law-based administration of government; to establish the guarantee mechanism to promote Party cadres to consciously develop the habit of accepting supervision. The establishment and gradual perfection of the ＂ Three Non-Corruption＂ is intended to provide a clear direction for strengthening the overall construction of the Party conduct and of an honest and clean government and to promote the national governance system and for promoting the modernization of our country＇s party＇s governance system and the Party＇s governing capacity.
