社会治理创新中的政府与社会组织合作路径探析——以温州市为例

摘　　要：21世纪以来,人类社会日益呈现高度复杂性和高度不确定性的特征,社会风险度加大,加强创新社会治理体制、实现政府与社会组织有效合作治理成为亟需解决的重要课题。温州市率先改革,在政府与社会组织合作共治方面积累了许多有价值的经验。通过分析温州市的合作治理实践可以看出,要实现政府与社会组织有效合作治理应该做到:1.重塑理念,以服务合作精神引领合作治理;2.健全法制,为合作治理提供可靠依据和坚实保障;3.创新机制,充分发挥社会各方积极性;4.加强帮扶,大力培育社会组织健康成长。Since the 21 st century,the human society is increasingly characterized by its high complexity and uncertainty.As the social risks increase,it becomes an urgent task to strengthen the innovation of social governance system to achieve effective governance cooperation between the government and the social organizations.Wenzhou is a frontier of this reform and has accumulated some valuable experiences in this respect.Based on the study of Wenzhou experience,this paper draws the conclusion that some measures must be taken to achieve effective cooperation between the government and the social organizations.Firstly,the idea must be remolded and the spirit of cooperation must be built up to lead social cooperative governance.Secondly,the legal system should be improved in order to provide a reliable cooperative governance foundation and a solid guarantee.Thirdly,an innovative mechanism is required to make full use of the enthusiasm of all sectors of the society.Lastly,the governmental support should be strengthened in order to foster the healthy growth of social organizations.
