摘　　要：抗战时期,在行署主任刘瑞龙的领导下,淮北抗日根据地通过减租减息,发展生产,减轻民众负担,增加收入,开展社会救助等措施,大力进行民生建设,改善人民生活,取得了显著的成效。淮北根据地的民生建设,一方面加强了根据地建设,改造和巩固了农村各级政权,促进了抗日民族统一战线的巩固和扩大,另一方面改善了人民生活,打下了根据地生产建设的基础,支持了长期抗战,同时使农村阶级关系和社会面貌发生了一定变化,加速了淮北乡村社会的转型,因而在政治、经济、社会等方面有着重要的意义和作用。During the Anti Japanese War, under the leadership of Liu Ruilong, the adminis- trative office director, through the reduction of rent and interest, development of produc- tion, reducing the burden of the people, increasing revenue, carrying out of social relief, Huaibei Anti Japanese base vigorously carried out the construction of people＇ s livelihood, improved people＇ s lives, achieved remarkable results. Construction of people＇ s livelihood in Huaibei, on one hand, strengthened the construction, renovated and consolidated the rural government at all levels, promoted the consolidation and expansion of the Anti Japa- nese national united front, on the other hand, construction of people＇ s livelihood improved people＇ s lives, laid a basis for production and construction, supported the protracted war, and at the same time, changed the society and relationship of classes in the rural areas, ac- celerated the transformation of rural society in Huaibei, which had an important significance and role in the political, economic, social and other aspects.
