摘　　要：边境旅游发展是中国-哈萨克斯坦(以下简称中哈)国际合作示范区建设的重点。在总结边境旅游研究的基础上,重点针对中哈国际合作示范区边境旅游产业的发展进行了探讨。在深入剖析边境旅游发展基础和建设条件的基础上,提出了中哈国际合作示范区边境旅游的建设目标、发展重点类型及合作方向,根据旅游资源禀赋与分布、基础设施条件与开发难易程度将中哈自由旅游区空间布局确定为"一大核心,四大片区,多个景区",并提出了建设的保障措施。保障措施包括全力推动中哈双方互相成为公民出境旅游目的地国;实施对等的"3日游"免签政策,批准中国公民赴哈萨克斯坦"3日免签"旅游;将巴克图口岸边民互市"3日免签"延长至"15日免签";高位谋划和尝试建设中哈自由旅游区,建成国际旅游商务区;深入开展多种形式的边境自驾游和休闲度假游等。The Belt and Road Initiative has become the key strategy for China to strengthen its opening up to outside world in the new period,and Xinjiang is identified as the core area of the Silk Road Economic Belt. The construction of Sino-Kazakhstan international cooperation demonstration zone is crucial for the successful construction of the core area,and the development of border tourism is important for Sino-Kazakhstan international cooperation demonstration zone. On the basis of a comprehensive summary of other studies on border tourism,this paper combined qualitative methods and quantitative methods to analyze the foundation and limitations of the border tourism development between Xinjiang and Kazakhstan,then proposed a systematic analysis framework＂development foundation and construction condition-construction goal and cooperation focus-spatial layout-policy guarantee＂. With this analytical framework,the space layout of the free tourism zone is determined as：＂One core,four area,ten travel lines,and fifteen scenic spots＂on the basis of the tourism resources endowment and distribution,infrastructure conditions and development difficulty. One core is the Sino-Kazakhstan international cooperation demonstration zone,four area is the Border oasis tourism area of Tacheng Basin,Bangel cultural tourism area of Hoboksar,leisure self-driving tourism area on the northern slope of Tianshan Mountain,Exotic sports and health tourism area of Alakol Lake. Finally this paper put forward several measures for the development of border tourism and construction of free tourism zone. This study has demonstrated that there is a good foundation for the development of border tourism between Xinjiang and Kazakhstan; both governments have shown willingness to strengthen cooperation in border tourism.
