摘　　要："丝绸之路经济带"战略背景下,边境口岸城市作为中国对外开放的重要门户,成为新常态下中国与邻国共同发展的增长节点,成为"丝绸之路经济带"建设的重要依托点,其发展态势决定着该战略实施建设的成效。口岸城市的发展主要依托相应口岸的建设,具有不同地域条件及发展基础的边境口岸拥有不同的发展优势及潜力。通过对"丝绸之路经济带"战略及口岸地缘战略优势内涵的深入了解,提出地缘战略优势度的概念,从政策支持、通关条件、区域支撑、基础设施和民族文化5个影响因素出发,构建了包含18个具体指标的口岸地缘战略优势度的综合评估体系,从而对陆路边境口岸城市的发展现状及其未来发展潜力进行定量评估。并且以此为依据,将陆路边境口岸划分为6个等级,探索不同优势度等级的陆路边境口岸发展存在的问题以及其所依托城市未来的发展前景,从而提出有利于口岸城市发展的优化政策与建议。Under the background of the Silk Road Economic Belt,port cities as the important portal of China＇s opening-up,has become the new growth of the common development between China and its neighbors and the important relying point of the＂Silk Road Economic Belt＂construction. Its developmental trend determines the effectiveness of the implementation and construction of the strategy. The development of port cities mainly relies on the construction of the corresponding ports. Frontier ports with different regional condition and development foundation have different developmental advantages and potentials. Based on the deep understanding of the Silk Road Economic Belt strategy and the connotation of geostrategic dominance,we innovatively proposed the concept of the advantage value of geopolitical strategy. Based on the relevant data of China port statistical Yearbook2014,and by using the Fuzzy AHP method,we constructed a comprehensive assessment system of the advantage value of geopolitical strategy which contained 18 specific indicators from 5 aspects including policy support,customs clearance conditions,regional support,infrastructure and culture,to quantitatively assess the current situation and future development potential of frontier port cities. AHP Fuzzy is the combination of the quantitative feature and objectiveness of AHP and the inclusiveness of fuzzy comprehensive evaluation method,can considers the factors more comprehensively and less subjectively,therefore has a stronger applicability. When determining the weight of each factor while evaluating the strategic advantage,for the development of a single port,relevant policy is the biggest support,clearance conditions is an important guarantee,location condition is the necessary support,infrastructure is the key point of construction,and national culture is the main supplement. Therefore,the importance of the five factors,from more to less,ranks as： the policy support,customs clearance conditions,regional support,infrastructure,and national culture. Over
