采油化学剂海外技术服务HSE体系的建立与应用

摘　　要：采油化学剂作为大庆油田建设设计研究院的"特色技术"之一,一直为大庆油田三次采油提供产品和技术服务。其中产品DE-1060型原油破乳剂于2014年通过国际竞标成功地中标阿曼国家石油公司(PDO),正式进入阿曼油田化学剂市场,但在海外作业中,出现了海外资产管理、ISO9000、HSE等一系列管控措施不适应等问题,通过调整策略,逐渐摸索出一套既不违反国内标准,又最大限度地满足国际标准化规范的海外作业管控体系,保障了海外技术服务和产品供应的顺利进行。As one of its Specialized Technology, DOE has always been providing production chemicals and associated technical services for EOR of Daqing Oilfield.Demulsifier DE-1060 has successfully made its way into Oman chemical market through bidding and contracting with Petroleum Development of Oman（PDO）.Thereupon come a series of complicated stringent management and control measures such as the overseas asset management,ISO9000, HSE management, etc. To cope with the challenges, by adjusting the strategy,made prompt adjustments to the strategies and probe out the optimum standardized regulations for overseas production which can meet the requirements of national standard,too.The smooth running of production chemical supply and associated technical services are ensured.
