摘　　要：文章构建了转型发展进程评价的综合指标体系和转型发展指数,基于2000-2014年大小兴安岭国有林区的相关统计数据,从纵向的角度对大小兴安岭国有林区转型发展情况进行比较,具体剖析了林区社会、经济及生态各层面的转型进展情况。实证结果表明：在2000-2014年期间,大小兴安岭国有林区转型发展总体呈现较好的发展趋势,但是经济、社会、生态各领域的转型发展尚不协调,且各领域的转型发展仍处于较低的水平,其中经济领域的转型最好,生态领域的转型最差。建议今后要从经济结构优化水平、社会发展与民生改善、环境保护与资源节约等方面加大林区的转型力度。This study building a comprehensive index system and the restructuring and development index of transition and development process evaluation. Based on statistical data from 2000 to 2014 of the state-owned forest region of Daxing＇an Mountains and Xiaoxing＇an Mountains, from the perspective of the longitudinal to comparative analysis the transition development process of the regions,concrete analysis of the progress of transition forest social, economic and ecological at all levels. The empirical results show that： during the 2000~2014, transition and development of the regions showing a good development trend in overall, but the transition and development of economic, social and ecological in various fields is uncoordinated, and the transition and development of the areas still at a lower level, where the best transition is the field of economies, the worst is ecological areas. It suggests that increase the intensity of transition in the future from the perspective of economic structure optimization level, social development and improvement of people＇s livelihood, environmental protection and resource saving, etc.
