开放经济背景下低碳供应链绩效评价

摘　　要：在文献回顾的基础上,建立了开放经济背景下的低碳供应链绩效评价指标体系,认为应从供应链管理绩效、供应链低碳能耗、开放度、文化与发展环境这四方面对低碳供应链绩效进行评价。之后建立了开放经济背景下低碳供应链绩效评价DEA模型并用算例验证,结论是我国低碳供应链管理正在萌发,应注重供应链碳效率的提高,从四大方面衡量其绩效。建议通过配合"一带一路"倡议和自贸区战略,通盘考虑文化、管理、宏观环境等多种因素,采取开放措施提升我国在全球价值链中的地位;建设碳排放统计、检测和核算体系;培育企业树立发展低碳供应链的意识。Based on the literature review, the paper establishes a performance evaluation index system of low-carbon supply chain in an open economy, which considers several indexes, i.e., management performance, carbon efficiency, openness, culture and development environment. Then the DEA model of low-carbon supply chain performance evaluation in an open economy is established and verified by numerical examples. The conclusion is that a low-carbon supply chain management is germi- nating, and it is necessary to focus on the improvement of supply chain carbon efficiency and measure its performance from four aspects. It suggests that, with the adoption of the ＂One Belt and One Road Initiative＂ and the FTA strategy, a variety of factors including culture, management and macro-environment should be taken into consideration as to improve our position in the global value chain by applying openness measures; the statistics, testing and accounting system should be constructed; and enterprises＂ desires to develop low-carbon supply chain need cultivated.
