摘　　要：社会治理是在党委领导、政府主导下,组织和依靠社会组织、企事业单位、城乡社区和社会成员的力量,综合运用政治的、经济的、行政的、法律的、文化的、教育的等多种手段,对社会事务和社会生活进行有效规范和治理的活动。它继承和发展了中国传统管理理念的精华,借鉴和吸收了西方治理理念的精髓,具有主体的多元性、目标的服务性、方式的多样性、过程的法治性、内容的丰富性等特征,发挥着社会服务、促进发展、协调关系、利益保障、维护稳定等功能。Social governance is an activity dominated by the leadership of the Party Committee and the government,relying on social organizations,enterprises and institutions,urban and rural communities,and the power of the social members,integrating the political,economic,administrative,legal,cultural,education and other means,to effectively regulate and manage social affairs and social life.It has inherited and developed the essence of Chinese traditional management ideas,drew lessons from and absorbed the essence of the Western concept of governance,and has such characteristics as diversity of subject,serving as purpose,the variety of ways,the monocracy of process,the richness of content etc.It plays such functions as social services,promoting the development and coordination,guaranteeing of the interests,maintaining stability,etc.
