摘　　要：环境群体性事件的实质是公众日益增长的生态需要与当下中国社会多重矛盾叠加的综合反应。在发展哲学层面,五大发展理念契合环境群体性事件的特质,即鲜明的问题导向契合环境群体性事件这个"发展起来的新问题"、系统的整体思维契合环境群体性事件这个"复合复杂的新现象"、综合的辩证策略契合环境群体性事件这个"多元聚合的新形态"。为此,从发展理念层面破解环境群体性事件困局成为必然选择,主要路径为:综合创新形成破解合力;平衡协调公平权力配置;力推绿色转变发展模式;贯彻开放实现共建共治;倡导共享提供价值引领。The essence of environmental group events is the comprehensive response to the increasing need of the public and the multiple contradictions in Chinese society at present.In the philosophy of development,the five development concepts agree with the environmental group events,that is,the distinctive traits,problem oriented with environmental group events ＂developed new problems＂;the system＇s overall thinking fit the environmental group events ＂this complex phenomenon＂;the dialectical strategy of environmental group events ＂the new form of multiple polymerization＂.Therefore,the concept of development level of environmental group events break predicament has become an inevitable choice,the main path for the formation of crack：comprehensive innovation ability,balanced fair power allocation,pushing the green transformation of development mode,implementing the open and shared governance and advocate guiding of sharing value.
