公益性建设项目的PPP投融资模式创新研究——以河南省水生态文明项目为例

摘　　要：本文运用PPP模式解决公益性建设项目的地方政府投融资问题,架构了基于投资方、投资方式和回报机制的理论框架。通过对河南省某水生态文明项目的纵向案例分析,发现引入社会资本与政府方组成项目公司提供资本金,依靠政府逐年回购,在社会资本为国有资本的情况下是可行的,并突破了案例中社会资本的属性,提出了吸引非国有资本为主体的社会资本在公益性建设项目上投资的基本思路和可行性办法。This paper proposes that PPP provided a solution to the problem of investment and financing of public welfare construction projects, constructing a theoretical framework referring to investing party, investing method and repay mechanism. Based on the longitudinal case analysis, it is feasible that the social capital owners establish a SPV which provides capital with the public agency whore purchase the project during the operations, when the capital is controlled by government. The contribution of this paper is proposing a model of the investment and return of the private sector which is not involved in the case.
