摘　　要：通过对我国农村基层组织应对突发性灾难事件能力的必要性分析,指出农村基层组织在应对突发性灾难性事件中存在农村基层组织应急管理体系单一、农村基层组织的防灾抗灾培训和演练机制的缺乏、农村基层组织的防灾减灾队伍与物资储备不足、农村的社会组织救助体系不完善的等主要问题,并剖析成因,提出了增强我国农村基层组织应对突发性灾难事件应对的措施。This paper analyzes the necessity of strengthening the capacity of China＇s rural primary organizations to deal with disasters. The article points out that the emergency management system is simple and lacks disaster prevention training and exercise mechanism,material reserves are insufficient,rural social aid system is not perfect etc. it analyzed the causes of these problems,and put forward countermeasures to enhance the rural paimary organizations to deal with the sudden catastrophic events.
