摘　　要：日本在完成工业化后,经济结构服务化趋势明显,信息服务业作为新兴产业,对于产业升级具有重要作用。虽然日本的信息服务业自20世纪90年代以来获得了快速发展,但是其全要素生产率水平始终较低,与制造业的生产率水平差异明显,影响了产业转型。发端于传统产业的系列承包体系与寡头垄断的市场结构是日本信息服务业在产业组织上的重要特征,但是这种生产组织方式在日本信息服务业之中是没有效率的。本文运用委托-代理理论与时间序列模型证实了日本信息服务业承包商风险规避程度高、对激励反应不敏感、生产成本变动幅度大,导致日本信息服务业存在着创新不足、市场开拓能力差、生产成本高等一系列问题,最终以全要素生产率低的形式表现出来。After the completion of industrialization, service industry became more and more important. Th Japanese economic structure has changed and the e information service industry as an emerging indus- try plays a crucial role in the industrial upgrading of Japanese economy. Although the Japanese informa- tion service industry had a rapid development since the 1990s, its total factor productivity still remained in a very low level and had a clear difference with the manufacture industry, which had a bad impact on the Japanese industrial restructuring. The contracting series system and the oligopolistic market structure which began in the traditional manufacture industry are the important feature of the industry organization of the Japanese information service industry. However, this kind of industry organization form had a low effi- ciency in the Japanese information service industry. In this paper, through the way of the principal - a- gent theory and time series models we found that the contractors of Japanese information service industry had a high degree of risk aversion, a low sensitivity to the incentive behavior and a high production cost range which led to a series of problems in the Japanese information service industry including the lack of innovation, low market development ability and high production cost. Therefore, the total factor produc- tivity of Japanese inibrmation service industry remained in a relatively low level.
