国家科研课题结余资金管理回顾及相关问题分析——做好研究所“十三五”科技发展规划的几点思考

摘　　要：结余资金管理已成为当前国家科研课题经费管理中最为突出的问题之一。文章回顾和梳理了国家科研课题结余资金管理政策的演进过程及背景,客观评价了现阶段国家科研课题结余资金管理政策,研究分析了科研课题结余资金的形成原因,并针对当前国家科研课题结余资金管理存在的问题,提出了优化财政投入结构、完善信用评价体系、建立分类管理体系等完善国家科研课题结余资金管理的建议,以期为合理、规范管理国家科研课题结余资金提供参考。Currently, the management for surplus funds of national scientific research projects become a prominent issue which should be solved urgently. The evolution process and background of the management policy for surplus founds of national scientific research projects were reviewed and combed in this paper, and the present management policies were evaluated objectively. Also, the causes of surplus funds of national scientific research projects were analyzed. Efficient approaches to improve the management were proposed aiming at the current problems in the management for surplus funds of national scientific research projects, i.e., optimizing financial inpnt structure, improving credit evaluation system, setting up classified management system. These may provide references for the reasonable and standardized management for surplus funds of national scientific research projects.
