摘　　要：为保障杨房沟水电站物资供应,尽量减小可能面临的额外税收风险,雅砻江公司对原统供物资管理模式进行了优化,并在杨房沟水电站导流隧洞工程中探索实施了"统筹协供"物资供应管理模式。该模式充分借鉴统供物资管理模式的成熟经验,在参与各方的共同努力下,保证了物资正常供应,同时也减小了由于货款结算方式面临的额外税收风险,为杨房沟水电站工程最终按期实现大江截流目标作出了贡献;但从实践效果看,该模式还有较大的优化空间。In order to ensure material supply in Yangfanggou Hydropower Station and minimize possible additional tax risk, Yalong River Hydropower Development Company reformed the original unified material supply management mode to ＂ owner coor- dinated supply＂ mode in the construction of diversion tunnel project. The new mode fully absorbed mature experience of the unified material supply management mode and with the efforts of all parties, ensured the materials supply, reduced the additional tax risk caused by payment settlement method, which made a great contribution to the river closure on schedule of Yangfanggou Hydropower Station. However, the new mode still needs further optimization from perspective of practice practical effects.
