摘　　要：通过对水利工程建设征地补偿与移民安置指导性文件《大中型水利水电工程建设征地补偿和移民安置条例》的解读,为水库建设征地补偿和移民安置提供科学依据。遵循条例规定,设计了水库建设征地移民安置工作流程,进行移民实物指标调查与环境容量计算,并应用到具体移民工程中。以陕西省引汉济渭调水工程第二水源地三河口水库建设征地移民安置为例,分别从移民实物指标调查与校核、水库建设征地、移民安置规划和移民安置辅助信息系统3个方面对三河口水库建设征地移民安置进行全过程分析与集成应用。文中设计的水库建设征地移民安置工作流程实现了移民全过程管理,试点的成功经验可为同类工程提供参考。To provide scientific evidence for reservoir construction land acquisition and resettlement by analyzing programmatic documents for land acquisition and resettlement named ＇ Regulations on Land Requisition Compensation and Resettlement for Construction of Large and Medium-sized Water Conservancy and Hydropower Projects＇. According to the regulation, reservoir construction land acquisition and resettlement work process was designed, immigration physical indicators survey and environment capacity calculation were done. Taking Sanhekou Reservoir in Shaanxi Hanjiang to Weihe water transfer project for an example, analysis and integrated application for land requisition and resettlement of Sanhekou water control project were proposed from three aspects, including investigating and checking of immigrant material indexes, key points for resettle- ment implementation and auxiliary immigration information system. Reservoir construction land acquisition and resettlement work process designed in the paper is the whole process of the immigrant project management, the successful experience of the pilot area could provide reference for the similar projects.
