摘　　要：新常态环境下。我国经济与社会发展面临着新的问题，需要政府提高效能建设，全面深化改革。但是现阶段我国政府效能建设还存在着一系列问题，比如政府职能定位不清、社会参与程度不高、绩效评估不健全等等，出现这些现象的原因是由于不合理的政府组织结构、不健全的行政运行机制、传统政府管理方式等。因此加强政府效能建设，创新政府管理方式需要吸纳社会变革因素增强政府效能建设活力、引入竞争机制到政府管理过程加强绩效评估制度建设。under the new normal circumstances, China＇s economic and social development is facing new problems, the government needs to improve the effectiveness of construction, comprehensive deepening of reform. But at this stage of the construction of China＇s government performance still exist a series of problems, such as unclear government functions, social participation is not high, the performance evaluation is not perfect and so on, all of these phenomena is due to the unreasonable government organizational structure, imperfect administrative mechanism, the traditional government management mode. Therefore, to strengthen the government effectiveness construction, innovative government management methods need to absorb the social change factors to enhance the effectiveness of the government, the introduction of competition mechanism to the government management process to strengthen the performance evaluation system.
