历史大转型视域下的经济发展新常态

摘　　要：经济发展新常态是众多"常态"不断继承与转化的结果,而"常态"的演进内嵌于具有"适宜制度—技术进步—结构转变"互动演化机制的经济转型增长过程。伴随着制度适宜特征由减弱向增强、技术进步方式转换压力由加剧向消解、经济结构由失衡向均衡的阶段性反复,既有运行机制更新释放出的增长机遇以及内含的矛盾演化构成新一轮经济转型增长与"常态"转换的历史遗产。因此,需要从大转型视域对新常态进行历史维度的生成机制追溯、经验认知重构与矛盾演化探源。在国情、战略与体制特征约束下,形成动力要素互动演化、新旧动力平稳交接、供需双侧协同发力的增长动力转换新思考。The new normal of economic development is inherited by many relatively stable statuses which embedded in the ＂ap- propriate institution - technical progress - structural conversion＂ process of long - term economic transformation. With periodi- cal change of institution＇s appropriate level, technical progress model＇s transformation pressure and economic structure＇s balanc- ing degree, the growth opportunities and contradiction evolution which are created by operating mechanism collapse and recon- struction will be the historical heritage of new economic transformation. So, it is necessary to re - interpret the new normal in the systematic and holistic perspective, including tracing generative mechanism, updating experience and exploring contradic- tion evolution. Besides, taking hill account of national situation, development strategy and institutional framework, we＇ve put forward new thinking of growth engine conversion, such as following interaction evolution rules among dynamic factors, ensuring smooth transition of new - old engines, establishing cooperative transition relationship between demand - side and supply - side.
