公共产品视角下的拉美地区一体化——兼论巴西的区域大国定位

摘　　要：根据拉美不同发展阶段的需求特征,该地区在区域性公共产品供给方面进行了有益的尝试。在这一过程中,区域性公共产品的需求偏好发生转变,而该产品所释放的外溢效应对其供给行为者与供给结构亦产生了影响。巴西作为地区大国,现阶段而言,既没有足够的觉悟,也没有足够的能力去主导这一进程的有效开展,原因是多重的;该国尚需时日去构筑相应的责任意识和经济实力,进而在超国家层次上承担更多输出优质区域性公共产品的职责。According to the demand characteristics at different stages of development in Latin America,the region has made a useful attempt to supply regional public goods. In this process,the demand preferences for public goods changed,and the spillover effect released by these goods also had an impact on its supply actors and supply structure. As a regional power,at this stage,Brazil has neither sufficient consciousness,nor sufficient capacity to lead an effective implementation of this process for several reasons.The country should take time to build a corresponding sense of responsibility and economic strength,and then should assume more duties to provide qualified regional public goods on a supranational level.
