拉美左派政府的社会政策实施成效及面临的挑战

摘　　要：社会政策改革和调整,是拉美左派构建替代新自由主义发展模式的重要组成部分。拉美左派政府试图通过重塑国家、市场与社会的关系和加强国家干预,来实现社会平等和减贫并改善社会发展状况。有条件现金转移支付计划和发动"社会战役"等措施,取得了重要社会成效。而缺乏深刻的结构调整和对大宗商品繁荣的严重依赖,则破坏了拉美左派社会政策的可持续性和长期效果,使拉美左派政府的执政面临严峻挑战。The reform of social policy is an important part of the construction of the alternatives of neoliberalism of Latin American leftist governments. These governments attempt to achieve social equality and poverty reduction through reshaping the relationship between the state,market and society and strengthening the state intervention. The conditional cash transfer,the ＂social campaigns＂and other social programs greatly contribute to the improvement of social conditions in these countries. In the first decade of the 21 st century,the Latin American leftist governments did little to adjust the economic structure,but to depend on commodity prosperity,which undermined the sustainability and the long-term effects of social policies. Now in Latin America,the leftist governments are facing severe challenges.
