重大建设工程项目档案的建立与管理初探——以中国地震背景场探测项目为例

摘　　要：档案建立与管理是国家重大建设工程项目的重要组成部分之一,是项目顺利实施和运维的重要保障。由于重大工程项目往往系统复杂,建设单位多,实施周期长,档案材料类型多,因而对如何有效开展档案建立与管理,值得认真研究。探讨了重大建设工程项目科技档案归档要求与档案整理规范、整理归档的内容与方法,叙述了"十二五"国家重点建设项目"中国地震背景场探测项目"及其科技档案的建立与管理,重点描述了中国地震台网中心建设项目材料归档情况。最后依据该项目档案实际完成情况对重大建设项目档案建立与管理的经验与不足进行了讨论。The archive establishment and management is one of the important components of Major State Construction Project（MSCP）,which provides critical guarantees for the construction,operation and maintenance of the project.Because of the complexity in system construction,a large number of development organizations participated,long implementation period and many kinds of files created during the process of construction,it is necessary to study how to build the archives effectively.The paper probed the requirement and codes of archive management,the content and building method of the files of MSCP,described the China Earthquake Background Field Exploration Project（CEBFEP）,as one of MSCP of＂12th Five-Year Plan＂,and its archives establishment and management.The archives,as an example established by China Earthquake Networks Center,as the legal entity leading the project and main unit undertaking some of the sub-projects,were introduced mainly.The experience and deficiency of the archives establishment and management of CEBFEP were discussed finally according to the practical complete status.
