摘　　要：介绍了欧盟2014—2020年农村发展项目的主要背景,以及欧洲委员会根据各成员国对其预先评估报告得出的综合分析结论。并在欧盟经验的基础上提出,未来中国在农村发展项目设计和执行过程中要注意引入项目预先评估、强化项目设计、建立项目的协调机制以及强化对项目的监管,进而推动中国农村发展。The paper introduced the main background of EU Rural Development Programs（RDPs）2014-2020 and European Commission＇s synthetic evaluation according to ex ante evaluations of RDPs2014-2020 of member nations.Based on the EU experience,we found that China should introduce ex ante evaluations,reinforce design,establish coordination mechanism and strengthen the supervision in the project design and implementation of RDPs in the future,and then to promote the development of China＇s rural areas.
