摘　　要：专营体制在烟叶生产环节主要体现为计划生产和计划收购、计划价格模式、生产与收购的一体化管理等。现行体制下,农户退出权、计划价格的滞后以及与烟区相关的质量标准等因素影响了中国烟叶生产的稳定,需从以下几个方面予以破解,即逐步引入拍卖制收购、构建多元的烟叶价格引导机制、简化烟叶收购标准、面向市场完善生产与收购的一体化管理机制等。The main performance of the monopoly system in the tobacco production process is planned production and acquisition,planned price mode and integrative management of production and acquisition.The authors pointed out that,under the current system,the farmers＇ withdrawal right,a lag in the planned price and the quality standard related to the tobacco zone influenced the stability of China＇s tobacco production,and this problem needed to be solved from the following aspects,namely,gradually introducing auction system in the acquisition,constructing multiple price guiding mechanism of tobacco,simplifying tobacco purchasing standard and improving the market-oriented integrative management system of production and acquisition etc..
