城市政府办赛惠民满意度的实证研究

摘　　要：采用关键事件法、调查法、专家评判法等科研方法,以广州亚运会和沈阳全运会为个案,对当地居民进行政府办赛惠民满意度的实证研究,结果表明:1)举办大型体育赛事与城市国民生产总值、社会固定资产投入、城市建设投入、民生投入等社会经济发展常用评价指标具有显著相关性,大型体育赛事举办是地方政府重新整合社会资源,集中力量进行民生建设的催化剂。2)城市政府办赛惠民效果在很大程度上取决于政府办赛的价值取向。3)办赛惠民行动与内容的恰适性决定着城市政府办赛惠民的满意度。4)政府办赛惠民的可持续性发展战略理应成为考量政府办赛惠民效益的重要指标。Aimed to implement the State Council decision on accelerating the development of the sports industry to promote sports consumption,using such methods as critical incident,investigation,expert evaluation,and taking two cases for examples like Asian games in Guangzhou and National games in Shenyang,the authors have carried out an satisfaction empirical study on large scale sports events held by government and draw following conclusions：（ 1） There is a significant correlation between big sports events and the city＇s gross domestic product,social fixed assets investment,urban construction investment and livelihood of the people in the social and economic development index. Large sports events has became a catalyst among the local governments to integrate social resources and to focus on the livelihood of the people of the construction.（ 2） Large scale sports events held by city government to be helpful for improving local livelihood effect depend largely on the value orientation of the government holding sports events.（ 3） The actions occurred and content given by the city government during large scale sports events have deep effect on satisfaction valued by local people.（ 4） The sustainability,after government held large-scale sports events to benefit local people should be an important index to value whether the government held large-scale sports events to meet local people＇s real need.
