摘　　要：校外体育参与率是关乎青少年体育普及程度和精英人才选拔广度的重要指标。以英国青少年体育参与模式为主要研究对象,运用公共政策分析法,厘清英国国家、社会和市场在青少年体育公共服务领域的职能,形成了"政府以政策引导、社会以空间融合、市场以配置资源"的职能定位。英国青少年校外体育参与模式是以"政策-组织-活动-竞技"为主要框架的发展主线,实现了通过政策法规规制政府和体育社会组织行为的目的,将组织作为孵化地,发挥其权威性、协作性和基层性的特征,以开展多元化活动,卓有成效的精英人才培养和体育运动的广泛普及来展现其公共政策的普适性,以启示我国青少年体育公共治理政策。Out-of-school sport participation rate is regarded as vital index in relation with youth sports popularity and elite sport talents selection. With the Out-of-school sport participation model of youth as the main research object,this paper analyzes the function that the UK,society and market have played in youth sport public service sector,which is oriented by the government in policy guidance,society with spatial fusion and market in the allocation of resources. And the out-ofschool sport participation model of British youth is based on Policy-Organization-Activity- Competition,and realizing the purpose of regulating the government and social sports organization behavior through policies and regulations. Featuring authority,coordination and basic mass,the organization is regarded as the incubation and diverse activities are held to show the universality of public policies so as to enlighten the construction of the youth public sports service system in China.
