摘  要:目的:了解温州市结核病防治系统的人力资源状况,为进一步改善温州市人力资源配备情况,提高专业人员培训工作的质量和技能提供客观依据。方法:通过结核病管理信息系统收集温州市结核病防治岗位人力资源信息,运用描述性统计方法对各岗位人员性别、年龄、学历、职称以及从业年限等特征进行分析,利用Gini系数评价公平性。结果:温州市配备结核病防治机构专业人员137名,基本满足《中国结核病防治规划实施工作指南》的要求,健康教育岗位人员缺乏严重,存在工作年限较长但结防工作时间较短的现象;结防专业人员人均服务人口数为130 051人、半径为3.06km、患者数为74例,相应Gini系数分别为0.36、0.24与0.33。结论:温州市结核病防治机构人力资源数量配置公平性较好,但个别地区人均服务人口数和患者数较多,人均服务半径较大;应加大健康教育岗位的投入,减少人员流动。Objective To know about the situation and fairness of human resources(HR) of tuberculosis(TB) prevention and control system in Wenzhou and to provide objective evidence for further improving the allocation of human resources and the quality and ability of professionals for carrying out training program. Methods Human resources information was collected via the TB Information Management System. The means of statistical description were used to analyze the HR information among staff in different positions, including gender, age, education, professional rank and years of work,to evaluate the fairness with coefficient of Gini. Results 137 professionals were assigned to TB prevention and control institutions, which meet the requirements of Guidelines on Implementation of Tuberculosis Prevention and Control Program in China. There was a severe shortage of staff in the position of health education. The current staff had longer years of service but shorter years of working for TB prevention and control. The averaged service objects of each professional had the service population of 130051 people,a radius of 3.06 km and 74 patients. The Gini coefficients were 0.36,0.24 and 0.33 ,respectively. Conclusions The fairness of HR allocation in Wenzhou city is relatively good,but the number of service population per capita and patients were more at a few counties than others, the per capita service radius was larger as well. So more investment should be put in health education and migration should be reduced to improve the prevention and control of TB.
