摘　　要：通过对我国现行的医疗保障体系和医疗保险有关政策的反思,运用公共产品理论分析了医疗保障体系中各项医疗保险制度的公共性程度及责任分担,并依据约翰·罗尔斯公平正义理论的"平等自由原则"和"合理的经济不平等原则",提出了与众不同的全民医疗保险的概念,以及医疗保障体系重构的思路和制度之间的衔接,为我国医疗保险制度整合提供了新的思路。Based on the thought for the relevant policies of current medical security system and medical insurance in China, it analyzed the degree of commonality and responsibility sharing of medical insurance system in medical security system by the theory of public goods. According to the ＂principle of equality and freedom＂ and ＂principle of economic inequality＂ in the theory of equity and justice by John Rawls, it put forward distinctive concept of universal medical insurance and connection between the thinking of restructure medical security system and the system of restructure medical security system, so as to provide new thought for the integration of medical insurance system in China.
