摘　　要：从分析区域卫生规划的定位入手,阐述当前背景下加强区域卫生规划工作的重要意义和与医改的互动关系;提出结合医改要求,在编制区域卫生规划时要重点关注优化床位、人员、基层卫生资源、短缺领域资源、社会办医以及卫生信息资源等六类资源的配置;建议加强规划实施的强制性,提高规划实施效果。Based on the positioning of regional health planning, it described the relationship between medical reform and the importance of regional health planning under the current background. It put forward the requirement for medical reform, focus on the allocation for optimizing beds, staffs, basic health resources, resource shortage field, social capital and health information while designing regional health planning. It needed to enhance the mandatory implementation of planning.
