应对“伊斯兰国”中亚扩张的国际机制探析

摘　　要："伊斯兰国"在伊拉克、叙利亚等地的肆虐是中东变局后伊斯兰极端主义势力上升的标志之一。全球多个地区的伊斯兰极端组织奉"伊斯兰国"为偶像并宣誓效忠,"伊斯兰国"也趁机传播其意识形态以增强影响力。中亚地区亦在其扩张范围之内。这表明国际社会过去十年所付出的治理努力收效甚微。国际机制理念存在缺陷、机制运作模式滞后,导致各方力量难以妥善应对"伊斯兰国"的威胁,遑论彻底将其消除。但是,这并不意味着国际机制彻底失灵。通过构建新的价值共识和二元运作模式,抵制"伊斯兰国"在中亚扩张的前景依然乐观。不过,在具体实施过程中,要注意避免机制复杂性。ISIS＇s rampant attacks in Iraq and Syria have showed the rise of Islamic extremism around the world after the dramatic changes in the Middle East. Several extremist groups around the world have pledged allegiance to it. ISIS has also spread its ideology in such regions as Central Asia. It reveals that all the efforts taken by international community have made little achievement due to the weaknesses in the international mechanism represented by various powers for eradicating the threats of ISIS,not to mention the elimination of it. However,this does not mean this international mechanism is a total failure. The prospect of resisting the expansion of ISIS in Central Asia is still cheerful if new common values and a dualistic mode of a workable and effective mechanism could be constructed.
