摘　　要：各地的制度质量、经济环境在不同程度上影响着PPP项目的效率,以我国的水务基础设施PPP项目为例进行实证研究发现,在制度质量方面,完善的法律法规、减少政府干预能够促进PPP项目的成功,同时各地的经济发展水平以及财政承受能力是保障PPP项目效率的基石。因此,在推行政府与社会资本合作模式时,应不断完善与PPP相关的法律制度,将政府职能转变为监督与支持,同时对地方政府的经济水平、财政能力进行评估,防止地方政府将PPP模式作为融资渠道。Institutional quality and economic environment of different areas inordinately affect efficiency of PPp projects. Based on PPP projects of water and sewerage infrastructure in our country, the authors earried out the empirical researeh. The results indicate that in aspect of system quality, establishing more perfect institutional arrangement and reducing administrative intervention will promote success of projects. Meanwhile, efficiency of PPP projeets is also based on economic development level and financial bearing capacity in different areas. So, in aspect of pushing the cooperation model between government and social eapital, we should eonstantly perfect the legal system related to the PPP, transform government functions to the supervision and support, at the same time, evaluate the economic level of local governments and financial ability, to prevent the local government taking the PPP model as the financing channel.
