贵州县域土地资源集约利用发展探索——以贵州南明区为例

摘　　要：为了更好地探索贵州土地资源节约集约利用发展方向,本文以南明区土地资源利用与管理现状为基础,从土地利用效率、规划执行情况和土地市场建设3个方面选取5个二级指标和15个三级指标建立评价指标体系,采用特尔斐法、多因素综合评价等方法确定指标权重并构建评价模型,进行南明区土地节约集约利用水平定量评价研究。结果表明,南明区土地节约集约利用总体水平较高,但存量挖潜不足,土地利用强度有待提高。分析提出通过规划引领控制、提高土地利用效率、盘活存量、建立长效机制等提高土地资源节约集约利用的措施建议,以期为贵州土地资源节约集约利用提供理论支撑。In order to explore the land resources in Guizhou economical and intensive use of development direction better. This paper to Nanming district land resources use and management situation based from the land utilization efficiency, three aspects of the status of land market construction and execution of planning. This paper selected five second level indexes and fifteen three level indicators to establish the evaluation index system, used Delphi method and multi factor comprehensive evaluation method to determine the in- dex weight and evaluation model was constructed. Quantitative evaluation of land conservation and intensive used in Nanming district. The results showed that Nanming district land saving and intensive use of aggregate level was higher, but insufficient stock of poten- tial, land used intensity needs to be improved. Analysis was put forward through the planning guide control. Improve the land use efficiency. Revitalize the stock. To established a long-term mechanism to improve the land resource conservation and intensive use of measures. In order to provided theoretical support for the balance of land resources in Guizhou.
