摘　　要：[目的 /意义]智库评估对智库建设发展具有导向和推动作用,科学开展智库评估工作意义重大。[方法 /过程]本文在研究分析评估理论与智库评估评价进展的基础上,基于第4代评估理论构建了智库评估理论框架体系。同时构建了新型智库的本体模型、多元价值体系、评估指标框架等,并采用比较分析的方法进行了合理性分析。[结果 /结论 ]本文主要提出了智库评估理论框架,包括界定本体、发现价值、提出指标框架、建立指标体系、选择评估方法、应用评估结果等;建立了基于信息传播理论的智库本体模型;剖析提出了智库多元价值体系及相互关系;初步建立了智库综合评估模型及指标体系框架,给出了智库评估结果的四个重要应用方向。本文为智库评估实践提供了系统的理论探讨,为后续工作奠定了基础。[Purpose/significance] The evaluation of think tank plays the role of guiding and promoting the development of think tanks. [Method/process] After the analysis of the progress of the evaluation theory and the think tank evaluation, this paper established a framework of the think tank evaluation based on the fourth-generation evaluation theory. Furthermore, a model of the think tank, a multivalue system, and a evaluation index framework were presented, and reasonably analyzed through the comparative analysis. [Result/conclusion] This paper puts forward a framework of the think tank evaluation, including defining the ontology, discovering the value, proposing the index framework, establishing the index system, selecting the evaluation method, and applying evaluation results. Besides, based on the theory of information transmission, the ontology model of think tanks is established. Furthermore, the multiple value system and the mutual relation of the think tank are analyzed. The framework of the comprehensive evaluation model and the index system of the think tank are established. Finally, the four important application directions of the result are given. In conclusion, this paper provides a systematic and theoretical exploration of the think tank evaluation, which lays a foundation for evaluation practices.
