摘　　要：基于政治过程的理论视域,可以发现群众路线中国不同历史时期在政治过程中的功能演化。在革命时期,群众路线促进了中国共产党对群众利益的聚合,并成为政策执行和政治动员的手段。在建国后三十年的政治中,群众路线成为领导人政治表达、权威建构及调控内输入模式弊端的工具。在改革开放以来的政治中,内输入模式受到挑战,中国共产党通过对群众路线的再运用,一方面打开制度之门,实现从内输入到有限政治参与的转变,以此来适应社会经济环境的变化;另一方面,用来调适自身以应对治理挑战,同时重塑国家、政党、社会与群众之间的关系,以达到新的政治平衡。群众路线是当代中国政治实现有效治理的重要补充和辅助,只要中国政治未实现充分的制度化,弹性化的群众路线就能够在中国的政治过程中发掘政治空间并发挥作用,因此是当代中国政治可资利用的的宝贵传统。Based on political process theory, this article argues that functions of the mass line have evolved in Chinese political process over different periods. During the revolutionary period, the mass line promoted interest aggregation for the masses and became a means of policy implementation and political mobilization. During the first 30 years after the foundation of PRC, the mass line served as a tool for political leaders to express their political wills and establish personal authority as well as control defects of the interior-input model. Since the interior-input model confronted increasing challenges after the adoption of reform and opening- up policy, the CCP thereby had reshaped the mass line, on the one hand, to open a door from the inside of the system, which drove the transition from interior-input model to limited political participation in Chinese political process so that the country could adapt to changes of socio- economic environment. The adjusted mass line, on the other hand, facilitated the CCP to adjust itself to deal with governance crises and reshape the relationship among the state, the Party, society and the mass so as to reach a new political balance. This paper claims that the mass line is an important support for and complement to good governance of contemporary China. As long as China remains a non-fully institutionalized state, the resilient mass line is likely to continuously play an important role in Chinese political life. In this sense, the mass line should be deemed as a precious tradition that has yet to be further wielded for contemporary China.
