摘  要:在全面抗战时期,起源于美国的现代公共关系已经受到中国政界人士与新闻学者的关注,并将之付诸实践。当时国民政府以国际宣传处为核心,在外交等部门密切配合下,发动了空前规模的国际宣传,为抗战胜利做出了重要历史贡献。这场具有自觉性与战略性的国际宣传战,其实质是以政府为主导,以国家为主体,以外国民众、社会团体、立法机构与政府为对象的国际公共关系,是中国现代公共关系实践的重要开端。During the Resistance War against Japanese Aggression,modern public relations were closely studied by Chinese politicians and journalists and put into practice.The national government established the International Publicity Department,serving as the center for wartime international propaganda with the coordination of the Foreign Affairs Department.The scale of propaganda was unprecedented,making great contributions to the victory.This propaganda war,led by the government,conscientious and strategic,was essentially a practice of international public relations,with the nation as the main body,foreigners,social groups,legislative institution and governments as objects.It was the official beginning of the modern practice of Chinese public relations.
