基层医疗机构公共卫生服务人力投入现状分析

摘　　要：目的了解四川省部分地区基层医疗机构基本公共卫生服务人力投入情况。方法采用问卷"基本公共卫生服务人力投入"对450名基层医疗机构开展公共卫生服务的人员进行问卷调查。结果基层医疗机构中,专职与非专职公卫人员分别为43.1%和56.9%;公卫科室和非公卫科室人员分别为47.1%和52.9%。人力较多的服务项目依次为:居民健康档案60.9%、慢性病管理58.9%、老年人健康管理58%、健康教育57.1%、预防接种28%;时间投入较高的依次为:预防接种35.1%、孕产妇健康管理27.1%、慢性病管理21.4%、儿童健康管理20.3%。结论基层医疗机构中兼职公卫人员和非公卫科室承担了大部分基本公共卫生服务;孕产妇健康管理、儿童健康管理等服务的人力投入不足。Objective To learn the input of human resource of the basic public health services in primary health care institutions in part of Sichuan. Methods A test was carried out in 450 persons to carry out public health services in primary health care institutions with the Scale of the Input of human resource of the basic public health services. Results In primary health care institutions,the percent of full-time and part-time public health personnel were 43.1% and 56.9%,the public health departments and non-public health department staff were 47.1% and 52.9%; The order of the input of human resource was as follows：residents ＇health records（60.9%）,chronic disease management（58.9%）, the elderly health management（58%）, health education（57.1%）, vaccination（28%）, The order of the input of time was as follows：vaccination（35.1%）, maternal health management（27.1%）, chronic disease management（21.4%）, children health management（20.3%）.Conclusion The part-time public health services personnel and non-public health department take the most basic public health services;the input of human resource of maternal health,child health management services are not enough.
