摘 要:我国已进入全面建成小康社会的新时期,为了推动"十三五"规划提出的住房制度改革和行业发展方略,就需要尽快形成更为成熟定型的住房政策和现代化的房地产市场体系。这些制度体系应与中国特色社会主义市场经济相容,符合住房政策的社会目标和价值导向,定位于一种高级普惠模式。在此政策背景下房地产行业要走向现代化,可通过以住房制度改革为核心的体制创新和以信息化产业化为重点的科技创新协同推动来实现转型升级和持续健康发展。China has entered a new period of building a moderately prosperoLis society in all respects. In order to promote housing system reform and industrial development strategy proposed in Tbirteentll Five-year Plan, it is necessary to form a more well-developed housing policy and modern real estate market system as soon as possible. These institutional systems should be compatible with the socialist markei economy with Chinese characteristics, in line with social objectives and values of housing policy, and cultivale an advanced generalized preferential housing mode in the future. The upgrade and sustained, healthy development of real estate industry and modernization of housing system in tiffs mode could be encouraged by the synergy effect between housing policy reform which is the core of institutional innovation and industrial informatization & industrialization which arc the key points of scientific and technological innovation.
